Santa Barbara EAS Plan SummaryBelow and on the following three pages is information needed to set up your EAS encoder. You MUST monitor the LP1 and LP2, so you need at least two FM receivers with appropriate outdoor antennas. If you have the old SB county EBS receiver then you should use it as your third source. Set the middle "mon" switch OUT to allow the new EAS tones to appear at the rear panel RCA jack. You may add a switch to mute the speaker. The cassette will not be used. Follow your EAS encoder manufacturers instructions to set-up your equipment. The FIPS code for Santa Barbara is 06093. San Luis Obispo is 06079, and Ventura is 060111. Statewide is 06000. County subdivision codes have not yet been approved, so setup your equipment to accept codes 0 through 9. The required event codes are specified on the next page. You may elect to be a non-participating national station, but this will require that you turn off your transmitter during a national activation, after broadcasting the EAS codes. If you do not carry all of the event codes specified, then you MUST notify the undersigned in writing so that we may notify the FCC that you are a non-participating station. The public must be advised to tune to another station, since you will not broadcast emergency information. You are required to broadcast the tests, even if you will not broadcast emergency information. The EAS header must include your identification. This can be your call sign or any name which identifies the licensee. Only eight characters are available. The LP1 will use ENGLES as its identifier, and the Santa Barbara Office of Emergency Services will use SB OES. The LP1 will attempt to broadcast its first required EAS weekly test on January 3, 1997. The coordinated required monthly test is scheduled for January 7 at 4:55am. Do not rebroadcast the weekly test (schedule your own), but rebroadcast the coordinated required monthly test within 15 minutes of receipt. The preliminary EAS handbook is available free on the World Wide Web through the Society of Broadcast Engineers site (sbe.org). The EAS primer is also available from the SBE. Strahler SB EAS Committee chair Monitoring Assignments All broadcast stations and cable companies, other than the LP1 and LP2 stations, shall monitor at least one LP1 or LP1 S and at least one LP2 station, as appropriate to their coverage area. All broadcast stations and cable companies are encouraged to monitor additional sources, including the National Weather Service, the Santa Barbara Countywide OES on 453.6 MHz, the adjacent county LP1 or LP1 S, and the national broadcast networks. Foreign language stations are encouraged to have procedures to originate EAS activations with messages given in their selected language. EAS Codes All broadcast stations and cable companies shall automatically broadcast EAS messages with the following event codes: EAN EAT NIC All broadcast stations and cable companies shall automatically, with not more than 15 minutes delay, broadcast EAS messages with the following event codes if they have FIPS codes for their coverage area: NPT RMT TOR FFW SVR EVI CEM The Santa Barbara Office of Emergency Services shall automatically transmit on 453.6 MHz all of the above, plus all local event codes and such state and WX codes as are pertinent to Santa Barbara and adjacent counties. Local event codes are developed by the state, weather service, and the FCC shall be broadcast by stations and cable companies as they individually determine to be pertinent to their audiences. All services are encouraged to broadcast EAS messages for other event codes which are of interest to their audience. TESTS The OES shall originate, if it is unable to automatically relay the state test, the required monthly test during odd months on the first Tuesday at 10:30am local time. The LP1 shall originate the required monthly test during even months on the first Tuesday at 4:55am local time. All stations and cable companies shall originate the required weekly test, as specified by the FCC. However they are not required to transmit a RWT during those weeks that they broadcast the coordinated RMT. Local Activation The following is authorized to and is responsible for activation of the local EAS: Andrew J. Rosenberger, Director Office of Emergency Services, Santa Barbara County The OES is encouraged to originate all EAS messages on the 453.6 MHz system. However if this should fail, they may contact the LP1 directly. The LP1 shall call back the OES director to verify the request for activation. The National Weather Service will activate the EAS through their transmitter on 162.4 MHz. If this should fail, they may contact the LP1 directly, using a procedure agreed to by both parties. All other local agencies, including the cities, U.S. Forest Service, and Vandenberg Air Force Base are required to coordinate their requests for activation through the OES.
