San Luis Obispo County Emergency Alert System Summary

Broadcasters Required Duties

1) Broadcast a Required Weekly Test (RWT)

  • Once a week, on random days at random times. 

  • Once a week means no more than seven days shall elapse between tests. 

2) (Re)Broadcast a Required Monthly Test (RMT)

  • RMT shall be transmitted between 8:30am-sunset in odd numbered months. 

  • RMT shall be transmitted between sunset-8:30am in even numbered months. 

  • RMT shall be re-transmitted within 15 minutes of receipt. 

3) Equip your EAS receiver to monitor: 

  • LP1

  • County UHF radio (using county supplied 453.200 Mhz radios)

  • The LP2 of your choice

  • You are encouraged to also monitor: 

                    National Weather Service, 162.500 Mhz

                   Other LP2's 

4) Program your EAS receiver to: 

Rebroadcast (either manually or automatically) EAS messages with the following event codes: 

  • CEM: Civil Emergency Message

  • TSW: Tsunami Warning

  • FFW: Flash Flood Warning

  • SVR: Severe Thunderstorm Warning

5) Program your EAS encoder to: 

  • Include your station call letters or other identifier in the EAS header. 

  • Show the correct date and time. 

  • Respond to the San Luis Obispo County FIPS code: 06079

System Testing

1) Each station shall transmit a RWT per FCC rules, as schedules permit. 

2) The RMT shall be transmitted: 

  • In odd numbered months

               From the County OES on the first Thursday of the month                     at 10:30am.   

                     Note: In the event that the County OES is unable to                         transmit the RMT, the duty shall fall upon the LP1                         at the same date and time. 

  • In even number months: 

                    From the LP1 on the first Thursday of the month at 4:50am

3) A RWT shall not be required during the week that the RMT is received and retransmitted. 

Local Activation

1) The following agencies shall have the authority to activate the EAS: 

  • County Emergency Services Director

  • County Emergency Services Coordinators

  • County Sheriff's Watch Commander

  • Field Incident Commanders

  • Designated EOC Public Information Officer (upon EOC activation)

Additionally, the following officials from any city or special district in the county may request the county to activate EAS: 

  • City Emergency Services Director

  • City Emergency Services Coordinator

  • City Fire Chief

  • City Police Chief

  • City/special district field incident commander. 

2) The text of the emergency message shall be the responsibility of: 

  • The agency and official requesting activation of the EAS.
